To address these workforce challenges, the Orange County Regional Planning Unit and the State of California Division of Apprenticeship Standards works with companies to identify jobs that can be filled by highly competent individuals, regardless of educational background. Apprenticeship is an established practice in other industries for developing talent, combining classroom instruction and On-the-Job Training under the supervision of an industry professional. Apprenticeship reduces the need for expensive recruitment programs by creating a flow of candidates who are already screened and trained.
